Welcome to Loughlin Wu Immigration, where we assist individuals with their immigration goals by providing comprehensive support throughout the process. As a small yet seasoned team of two Regulated Canadian Immigration Consultants based on Canada’s West Coast, we established our practice in 2023 with the mission of simplifying Canadian immigration for those aiming to live, work, and thrive in Canada, as well as for Canadian companies seeking skilled talent from abroad to address key labour shortages.
We offer both partial and full immigration support to Canadian companies looking to hire and relocate temporary foreign workers, as well as to individuals in need of assistance with their temporary or permanent residence applications. Our expertise lies in navigating employer compliance requirements and processes for Canadian companies looking to recruit and retain foreign workers. We can also provide guidance on economic immigration pathways for individuals applying for work permits or permanent residence in Canada.

Managing Partners Vanessa Loughlin & Kelvin Wu are both Regulated Canadian Immigration Consultants (“RCIC”). They have over twenty-five (25) years of combined work experience in immigration.
02Vanessa Loughlin (She/Her)
Vanessa’s journey in immigration began with her role at the Canadian Embassy in Beijing, China, where she worked for 1.5 years. Upon returning to Canada, she launched her legal career as a Paralegal in 2012 and became a Regulated Canadian Immigration Consultant (RCIC) in 2014. She then joined Richards Buell Sutton, working under the mentorship of Phebe Chan, a seasoned immigration lawyer.
In 2015, Vanessa transitioned in-house to Aritzia, a leading Canadian retailer, where she managed the company’s immigration portfolio for 6.5 years. In this role, she guided employees through the full spectrum of immigration processes—from securing work permits to achieving permanent residence and Canadian citizenship.
Following her tenure at Aritzia, Vanessa built the immigration and relocation program for the fintech startup Tally. In 2023, she joined the University of British Columbia as a Senior Immigration Advisor before moving to STEMCELL Technologies, a leading Canadian biotech company, as a Senior Immigration & Relocation Specialist, overseeing comprehensive global mobility programs.
As of January 2025, Vanessa has returned to the apparel industry, joining Arc’teryx as the Senior Global Mobility and Immigration Specialist.

03Kelvin Wu (He/Him)
Kelvin is a Regulated Canadian Immigration Consultant (RCIC) with over a decade of experience helping individuals and organizations navigate Canada’s immigration system. He has worked on the frontlines of immigration enforcement, evaluated economic immigration applications, and provided compliance guidance for universities and employers across Canada.
He began his career as a Border Services Officer with the Canada Border Services Agency (CBSA) at Vancouver International Airport through the Federal Student Work Experience Program (FSWEP), where he developed a strong foundation in immigration regulations and port of entry processes. In 2015, he joined the BC Public Service as a Case Review Officer and Program Advisor with the BC Provincial Nominee Program (BCPNP), evaluating applications from individuals seeking to establish themselves economically in British Columbia.
In 2020, Kelvin joined the University of British Columbia’s Central HR Immigration team, supporting Faculties and Departments in navigating complex immigration compliance and policy. His contributions during the global pandemic were recognized with the UBC President’s Staff Award in 2022, shared with a colleague for outstanding service to the university community.
Kelvin currently serves as a Senior Immigration Advisor with UBC’s Central HR Immigration team and shares his expertise as an Adjunct Instructor in the Graduate Diploma in Immigration and Citizenship Law program at Queen’s University. From 2023 to October 2025, he covered the Manager of Central HR Immigration role during a maternity leave, providing leadership, continuity, and guidance to the team throughout that period.
He has participated in employer-focused events and provided immigration guidance to a variety of organizations. Kelvin is passionate about engaging stakeholders—whether collaborating with counterparts across Canada’s U15 universities or connecting with employers facing immigration challenges—to deliver practical, effective solutions. He enjoys working closely with clients to simplify the immigration process and help them achieve their goals with confidence, clarity, and peace of mind.

As our original Chief Pawlicy Advisor, Kira brought unwavering loyalty, quiet wisdom, and a comforting presence to the LW Immigration team. With a keen eye for fairness and an unmatched talent for welcoming newcomers (human and canine alike), Kira embodied the very heart of our mission: helping people find belonging in new places.
Kira may have crossed the rainbow bridge, but her pawlicy legacy lives on in everything we do. From advocating for a warm welcome to making sure the team always paused for important moments of rest and reflection, she taught us the value of compassion, resilience, and a well-timed invite to toss her the ball.
We’re convinced that Kira — ever the strategic thinker — has already sent her successor our way. Kenzie, her paw-picked protégé is currently in training, and while the role comes with big paws to fill, we know she will try hard to carry on her tradition of kindness, leadership, and impeccable treat diplomacy.
Forever our founding four-legged officer, Kira’s spirit remains a guiding force in our work supporting those on their own immigration journey.
05Snuggle Support Liaison – Oreo
Oreo is LW Immigration’s official Snuggle Support Liaison. Always ready for belly rubs and cuddles, he brings comfort and joy to everyone he meets. Oreo’s gentle nature and love for snuggles and everyone’s food except his own, remind us all to slow down, relax, and enjoy the little moments. We’re lucky to have him spreading warmth and happiness with the team!
